tools/Rules.mk: Honour PREPEND_LDFLAGS_XEN_TOOLS

This allows the caller to provide some LDFLAGS to the Xen build
system.

tools/xentop : replace use of deprecated vwprintw

gcc-8.1 complains:

vw_printw (note the underscore) is a non-deprecated alternative.
